"Why was his cynicism a minority view, in a sea of hope?"

Gillian Tett asks why her dad’s euroskepticism was the minority view in 1996. My question: was his cynicism a minority view, in a sea of hope? Can someone pull up some euro-polls from 1996 and find the answer? Because I suspect that if you look at the European populace as a whole, rather than the political and economic elite, monetary union was never particularly popular.
